1. Background

The ecological and environmental protection industry is a national strategic emerging industry. It is an important factor in the construction of ecological civilization and the ecological environment. Protection is an important support and a new economic growth point. General Secretary Xi Jinping emphasized at the National Ecological Environmental Protection Conference that the healthy development of the environmental protection industry and environmental service industry should be promoted. The "Three-Year Action Plan for Building a Green, Low-Carbon and High-Quality Development Pioneer Area in Shandong Province (2023-2025)" (Lufa [2022] No. 19) clearly states that we must actively develop green and low-carbon industries and build 3 cities in Jinan, Qingdao, and Zibo. A large ecological and environmental protection industry cluster will cultivate 10 ecological and environmental protection industry characteristic parks and about 100 leading ecological and environmental protection enterprises. The Economic Work Conference of the Provincial Party Committee held this year also specifically made arrangements for the "311" project for the high-quality development of the ecological and environmental protection industry. In order to conscientiously implement the decisions and arrangements of the provincial party committee and the provincial government, the Provincial Department of Ecology and Environment, together with 10 relevant provincial departments, formulated and issued the "Action Plan".

2. Main content

The "Action Plan" has six parts: the first part clarifies the overall idea and development goals ; Parts 2 to 4 clarify three key tasks; Parts 5 and 6 clarify safeguard measures.

The first part, the overall idea and development goals. Focus on the high-quality development of the ecological and environmental protection industry, accelerate the construction of ecological and environmental protection industry clusters, create and enhance characteristic parks for the ecological and environmental protection industry, and cultivate and expand leading and key enterprises. It is clarified that by 2025, the environmental protection business output value of the three major industrial clusters of Jinan, Qingdao and Zibo will strive to account for more than 50% of the province's total, and the number of enterprises in the province with environmental protection operating income of more than 100 million yuan will strive to reach more than 300.

Part 2 to Part 4, key tasks. The first is to build three major ecological and environmental protection industry clusters. Jinan strives to build “1 research institute, 2 centers, and 3 professional parks”Comprehensive ecological and environmental protection industry cluster. Qingdao strives to build an ecological and environmental protection industry cluster with "3 environmentally friendly manufacturing clusters, 3 service platforms, and N innovation centers". Zibo strives to build an ecological and environmental protection industry cluster with “1 center, 3 industrial chains, and 5 characteristic industrial bases”. The second is to create 10 characteristic parks for ecological and environmental protection industries. Relying on the existing work foundation, we will build 10 ecological and environmental protection industrial parks with distinctive characteristics, clear positioning and obvious advantages in Qingdao, Zaozhuang, Yantai, Weifang, Jining, Tai'an, Rizhao, Dezhou, Liaocheng, Binzhou and other places. The third is to cultivate about 100 leading and key enterprises in the ecological and environmental protection industry. Efforts will be made to cultivate a group of leading "chain owner" enterprises, "specialized, new" enterprises and listed companies in the ecological and environmental protection industry, and develop and expand about 100 leading environmental protection enterprises with domestic and foreign competitiveness.

The fifth part is support and guarantee. Efforts will be made to increase guarantees in six aspects: accelerating the release of market demand, implementing fiscal and taxation support policies, strengthening green financial support, strengthening scientific and technological support, strengthening talent support, and improving the service system.

Part six, organizational leadership. Efforts will be made to promote the implementation of the "Action Plan" from three aspects: establishing a promotion mechanism, consolidating work responsibilities, and strengthening publicity and guidance.

3. Main features

The "Action Plan" has 3 features. The first is to focus on point-to-point and systematic advancement. Through the construction of 3 major clusters, 10 characteristic parks and the cultivation of about 100 leading and key enterprises will drive the high-quality development of the province's ecological and environmental protection industries. The second is to focus on provincial and municipal linkage and departmental collaboration. Fully link up with various cities to strengthen the coordination between the "Action Plan" and the construction plans for industrial clusters and characteristic industrial parks to ensure close connection between key tasks. To strengthen departmental collaboration, the Action Plan was jointly issued by 11 provincial departments to form a joint effort. The third is to focus on work connection and policy coordination. The "Action Plan" not only fully connects the "Opinions on Accelerating the High-Quality Development of the Service Industry" with industrial policies such as the development of the "Top Ten" industries, but also details and implements the "Shandong Province's "14th Five-Year Plan" Ecological and Environmental Protection Industry Development Plan" and "About "Several Measures to Support the Environmental Protection Industry" and other document requirements maintain the continuity and coordination of policies.
